Papua Highlands Government Strengthens Indigenous Papuan Empowerment Through Cultural-Based MSME Development

The Jayawijaya Regency Government continues to strengthen the empowerment of Indigenous Papuans (OAP) by promoting culture-based micro, small, and medium enterprises (MSMEs) as a pathway to sustainable economic growth and community welfare. One of its key initiatives focuses on the development of Noken Cenderawasih, a traditional handcrafted bag created by the Bomta Indigenous community, which represents both the rich cultural heritage and economic potential of Papua.

Working in close collaboration with the Family Welfare Movement (PKK) and the Regional National Crafts Council (Dekranasda), the local government has actively facilitated exhibitions and promotional events to showcase products made by Indigenous Papuan artisans. These initiatives provide valuable opportunities for local communities to introduce their craftsmanship to wider markets while encouraging entrepreneurship and increasing household income.

As part of its commitment to protecting Indigenous cultural heritage, the Jayawijaya Regency Government is also supporting the registration of Noken Cenderawasih under Intellectual Property Rights (IPR). This initiative aims to safeguard the authenticity of the Bomta community’s traditional craftsmanship, strengthen the confidence of local artisans, and enhance the competitiveness of Indigenous Papuan products in both national and international markets.

Beyond preserving cultural identity, the government continues to expand support for a wide range of locally produced commodities developed by Indigenous Papuans, including coffee, avocados, passion fruit, agricultural products, and other traditional handicrafts. These efforts reflect the government’s long-term commitment to building an inclusive local economy that empowers Indigenous communities while maximizing Papua’s unique natural and cultural resources.

Through sustained collaboration with local communities and supporting institutions, the Papua Highlands Government is fostering an enabling environment where Indigenous Papuans can preserve their cultural heritage, expand economic opportunities, and contribute to sustainable regional development. This integrated approach demonstrates how cultural preservation and economic empowerment can work together to improve the well-being of Indigenous communities across Papua.
